RIGHT TO EDUCATION AND OBSTACLES IN THE EFFECTIVENESS OF PUBLIC POLICIES TO COMBAT SCHOOL EVASION

Abstract

The well-known study brings the approach of public educational policies to the challenges linked to staying in school. The current parameters of school dropout even demonstrate that children and adolescents constantly abandon the educational establishments in which they are regularly enrolled. In this way, the dropout scenario is caused, above all, by issues ranging from precariousness in the school's infrastructure and teaching-learning aspects to issues of the student's financial, social and family vulnerability. Considering the constitutional mission of education as a fundamental right of a social nature, it is important to highlight that public policies have encountered difficulties in ensuring the purpose of remaining in school and the responsibility for this falls on the State, the family and the entire society. The research aims to highlight education as a fundamental right in the face of reflections on the formulation and effectiveness of public policies, given the theoretical-practical distance from the assumption of remaining in school as a consequence of the imperative of education as a constitutional norm. In the meantime, considerations are made aimed at the insufficiencies of these policies through provocative questions, given that the schooling process is the result of education as a right and its social dimensions reflect on the future of each student in a straight line towards the exercise of citizenship. Throughout the work, theoretical and practical aspects of public educational policies reflected in childhood and youth were addressed, making it clear that if the objective of remaining in school is not achieved, there is a violation of the right to education. However, the theoretical consistency of this debate is relevant and the method adopted was qualitative, given the precision of the bibliographic research technique, as references were used that contribute to the new debates necessary to combat school dropout.
