BETWEEN FLOOD AND INACTION THE STAGNATION OF ITAJAÍ'S URBAN PLANS IN THE FACE OF CLIMATE CHANGE

Abstract
The article analyzes the evolution of the master plans of Itajaí (SC) in response to environmental disasters, particularly the major floods that have marked the region. Itajaí is an economically significant city but has historically been affected by floods due to its location at the mouth of the Itajaí-Açu River, exacerbated by inadequate land use and other human activities. The primary objective of the study is to determine whether there have been significant changes in the city's master plans following the major floods of 1983, 1984, and 2008. The methodology adopted includes a comparative analysis of the 2006 and 2024 master plans, using the inductive method and bibliographic research techniques. The results indicate that although the 2024 plan more frequently mentions hydrological disasters, including floods, flash floods, and inundations, the changes were more quantitative than qualitative. Concrete goals, timelines, and clear implementation methods are still lacking. The article concludes that despite some progress, more robust and effective planning is needed for disaster management in Itajaí.
