Abstract

This article analyzes the development of Brazil's National Policy on Migration, Refuge and Statelessness, highlighting the critical challenges that must be faced. Despite efforts to include migrants and refugees in policymaking, their representation remains limited. The article identifies three main challenges: the need for effective collaboration between state and non-state actors at all levels, the risk of perpetuating a "universal migrant" narrative that ignores individual needs, and the excessive dependence on third sector organizations, which can hinder the long-term integration and emancipation of migrants and refugees. The discussion emphasizes the importance of recognizing these issues to create a more inclusive and responsive policy framework.
