Abstract

The North Korean nuclear issue, identified by many as the greatest post-Cold War diplomatic challenge and considered one of the greatest failures in the history of American diplomacy, offers a challenge to the Treaty on the Non-Proliferation of Nuclear Weapons and jeopardizes the current non-proliferation regime. Despite having exposed the international community to risks since the beginning of its nuclear claims, the case of North Korea really became problematic when the country announced in 2003 its withdrawal from the Treaty. However, this was not the first time that Pyongyang declared withdrawal from the NPT: in 1993 the country had already announced the withdrawal, however, just one day before its effectuation - given that it only enter into force three months after the announcement, Kim Jong-il declared the withdrawal announcement suspended. Due to the sui generis situation introduced to the nuclear scenario by the North Koreans, the objective of this research is to analyze the possible interpretations to the following question: after all, what is the current status of North Korea before the NPT?
