STRICTO SENSU POS-GRADUATION IN LAW: A LOOK FROM THE 2010 AND 2013 TRIENNIAL ASSESSMENT SHEETS ON THE INTELLECTUAL PRODUCTION

Abstract


Considering that the transparency and the predictability of the evaluation criteria are the main planning instruments for the strengthening of Law Master and Doctoral Programs in Brazil, this article aims to analyze these elements applied during the CAPES triennial evaluations of 2010 and 2013 with respect to the intellectual production issue for the area of Law. To do so, we start defining the term “evaluation”, the institutional function of CAPES, and analyzing the qualitative criteria applied for the definition of the quantitative metrics of the intellectual production of the Law Programs accredited by CAPES. Our results evidenced a lack of clarity in the metrics, objectivity, clarity, predictability and transparency in the qualitative conclusions about the impact of the intellectual production of Law discipline in the two triennial evaluations studied.
